摘  要:面对水资源日益紧缺、人口持续增长和生态日渐恶化的焦作市现状,为使有限的水资源在居民生活、工农业生产和生态保护之间得到充分有效的开发利用,针对以往水资源配置中仅追求经济目标最大化单目标优化方式的缺陷与不足,采用大系统多目标理论与方法并结合考虑生活生态和工农业生产的需水预测,构建大系统多目标理论模型进行水资源优化配置研究,通过应用大系统模型分解协调法实现各子系统的优化,以使得该地区经济效益、社会效益和生态效益达到最优,从而预测出2030年P=50%和P=75%时各子区的水资源配置情况,得出优化配置方案。为指导焦作市水资源合理开发利用及农村饮水安全工程的实施提供切实可行的理论依据与技术支撑。Facing the situation of increasing shortage of water resources, persistent population growth and ecological worsening in Jiaozuo City, in order to more effectively utilize the limited water resources for residential, industrial and agricultural production and ecological protection, aiming at the defect of single-object optimization method with maximizing the economic benefits, which was used in the past water resources allocation, this paper use Large-system ~ Multi-obiective theory combining with water demand pre- diction for residential, industrial and agricultural production and ecological protection to establish a Large-system I~ Multi-objective Theoretical Model for water resources allocation optimization. Through using the large-system decomposition and coordination meth- od to optimize each subsystem, the optimization of economic benefit, social benefit and ecological benefit of the region is achieved, the water resources allocation of each subsystem under the condition of P= 50 % and P= 75 % is predicted, and then the optimal allo- cation plan is gained. The research result will provide feasible theoretical basis and technical support for the reasonable development and utilization of water resources and the implementation of the rural drinking water safety project in Jiaozuo city.
