对当前农村土地资源科学利用的思考——以土地生态伦理为视角

摘　　要：土地生态伦理与土地科学利用的关系辩证统一,其共同目标是实现人地和谐发展、协同共生。当前安徽农村土地利用过程中,局部出现了土地生态伦理缺失情状。探究其中原因,主要表现为片面理解人与自然的关系、资源消费观上存在误区、生态伦理教育缺失、缺乏对科技作用的辩证思考、法律法规不够完善、部门履职不到位。为此,应采取丰富教育内容、拓宽宣传手段,提高认识水平、引领适度消费,增加科技含量、加强国际合作,加强法制建设、发挥舆论效用,注重理论研究、构建评价机制,坚持齐抓并进、共同承担责任等措施。There is a dialectical unity relationship between land ecological ethics and the effective use of land, both of which aim at achieving harmony between human and land.Currently,during the utilization of rural land in Anhui Province,aphenomenon has come out that the land ecological ethics declined in some areas.Reasons for this phenomenon include partial understanding of the relationship between man and nature, misunderstanding of resource consumption errors,lack of ecological ethics education,lack of dialectical consideration towards advantages of science and technology,imperfect legal system,incompetence of governmental departments,and so on.To deal with this situation, active measures should be taken,such as richening educational content,broadening the publicity channels,improving people’s awareness,guiding moderate consumption,taking more advantage of science and technology,strengthening international cooperation,building up the legal system, bringing publicity into play,paying attention to theoretical research,constructing appraisal mechanism,insisting on balancing and promoting all parts,sharing responsibility,etc.
