摘　　要：人口多、耕地少、耕地后备资源严重不足、土地利用粗放、农田污染严重、自然灾害频发,是安徽省土地的基本省情,而城市化的迅速发展、工业化进程的加快,又在客观上造成了对土地的巨大需求,加上管理不严,致使土地被乱占滥用,耕地锐减的状况日趋严峻,经济发展与耕地保护的矛盾更为突出。因此,必须以土地可持续利用的思想为指导,采取行之有效的具体措施:科学合理开发土地后备资源;加强土地资源监管力度;严格管理土地;集约经营土地,提高土地利用效率;保护土地生态环境。以实现人地和谐的用地关系。The land of Anhui Province is featured with a large population with limited arable land,serious shortage of arable land reserve resources,extensive land use,farmland pollution,and frequent natural disasters.On the other hand,the rapid development of urbanization and the acceleration of the process of industrialization have caused a huge demand for land.The situation is made worse when coupled with lax management,where indiscriminate use of arable land and dramatic land decrease becomes more and more serious,and the contradiction between economic development and cultivated land protection more outstanding.To solve the problem,effective measures,with sustainable use of land as the guiding ideology,should be taken,including scientific and rational development of land resources,strengthening supervision on land resources,strict management and intensive management of land,intensive farming and protecting the ecological environment of land,so as to achieve harmony between human and land.
