摘　　要：整合城乡养老保险制度是十八大精神的要求,也是近期改革的重要任务。现行城乡养老保险制度分散,管理分割,存在机构重叠、重复建设、重复参保、待遇攀比、规模效应低的问题。应当以人人持续享有适中的养老保障待遇为目标,兼顾公平与效率,建立起由国民基础养老金、职工基本养老保险、补充养老保险、老年收入保障与高龄津贴构成的多支柱的养老保障体系。To integrate the urban and rural endowment insurance system is a requirement of the 18th Congress Meeting Spirit, and is an important reform task in near future. The present urban and rural en- dowment insurance system has problems such as management division that leads to repeated institutions, construction and insurance, treatment comparison and low scale effect. A multi-pillar endowment insur- ance system that is supported by national basic endowment, employee basic endowment and complementary endowment should be built, which aims at everyone enjoying moderate endowment treatment level and bal- ancing justice and efficiency.
