摘　　要：为使国家走上创新型发展道路,俄罗斯政府决定在斯科尔科沃建设一个科技创新中心。它不仅进行高新技术的开发,还进行创新文化的培育,以期达到引领其他城市创新发展的目的。In order to make the country embark on the path of innovative development, the Russian government decided to build an innovation center in Skolkovo. It is not only for high - tech development, but also for the cultivation of the culture of innovation in order to achieve the purpose of leading the innovation and development of other cities.
