摘　　要：从我国科技创新人才成长规律及环境入手,分析并设计科技创新人才信息元素体系结构,构建科技创新人才指标和研究能力的评价模型,介绍基于该体系结构的相关应用,旨为科技创新人才队伍建设的调查研究、高层次科技创新人才信息的分析及科技人才信息库建设等提供科学依据,为实现科技人才管理的信息化和完善人才社会评价机制提供支撑。This paper analyses growing regulation and environment of China~ scientific and technological innovation, then designs human resources information element architecture of scientific and technological innovation, builds the evaluation model of technologic innovation talents indicators and research capacity, and introduces the related applications based on the architecture. The paper provides scientific basis for research on technological innovation team building research, analy- sis on the information high - tech talents, and the construction of scientific and technological personnel information data- base, so as to realize scientific and technological personnel management of information technology and perfect talent evalua- tion mechanism.
