摘　　要：近年来,宝鸡科技资源投入增长较快,但与绵阳、德阳等城市横向比较,其科技人力、财力和物力资源投资差距较大,建设创新型城市任重道远。宝鸡要在借鉴其他创新型城市建设经验、加大投入的同时,以思想观念和文化创新为先导,进一步营造全社会创新文化氛围。以实施6大创新工程为抓手,强力推进国家创新型城市试点城市建设;以内扶外引为方略,全方位拉长科技智力支撑不足和创新资源匮乏的短板;以建设关天经济区统筹科技资源改革示范基地建设为契机,整合优化城市科技创新资源;以建设企业为主体,产学研政相结合的创新体系为基础,全面提高企业技术创新能力。Scientific and technological resources are growing faster in Baoji recently, but the differences among its scientific and technological human, financial and material resources＇ investment are great al the horizontal comparison, so construc- ting an innovative city is very difficult to Baoji. It should create innovative culture in the whole society through the ideolog- ical and cultural innovation, draw lessons from the other innovative cities＇ construction experience, increase investment un- ceasingly at the same time, promote the national innovative pilot city construction vigorously by implementing the 6 innova- tion project, overcome the shortages of scientific and technological intelligence and innovation resources by making inner stronger and attracting outer, optimize and integrate city＇ s scientific and technological innovation resources based on the construction of the scientific and technological resources reform demonstration base in Guan - tian Economic Zone, and im- prove enterprises＇ technological innovation capability comprehensively by taking enterprises as the main body and combi- ning production, learning, research and politics.
