摘　　要：基于互联网的科技论文网络给科研人员提供了一个及时发表科研成果和创新思想的平台,是学术交流的重要渠道。如何提升网络论文的质量和高水平论文的质量辨识度将直接影响网络论文平台的可持续发展,这迫切需要我们构建一个既可以充分发挥网络平台特性又能提升论文质量的开放评审模式。分析网络论文的开放评审机制,进而构建多元评审主体的评审模式,并对同行评议专家和公众评议参与者的激励和约束机制进行探讨。The online scholarly publishing based on the internet, provides a platform for rapidly publishing the scientific research work and innovation ideas, and becomes one of the key channels for scientific and technological communications. How to improve the quality of the online scholarly publishing, and how to increase the quality recognition on the high - level articles, will influence the continuous development of the web - online publication platform directly. An effective open peer review system should be established urgently to make a full usage of the online publishing characteristic on the one hand and help improving the quality of the submitted manuscript on the other hand. In this paper, we analyzed the current open peer review systems, and proposed a multiple peer review main body mode, and further studied the encouragement and constraint mechanism for the peer review expert and participant of the public comments.
