摘　　要：在法治是治国理政基本方式的当下,改革开放过程中所形成的改革共识,无疑也具有极强的法治意蕴。"包容性发展"凝结着公平、公正和正义的法律价值,社会诚信建设已超出纯粹的道德范畴而赋予了更多的经济和法律规制,核心价值体系与宪法的内在统一性决定着加强宪法实施就是建设社会主义核心价值体系的有效途径。As the rule of law is the basic way of governing the country for now, reform consensus formed in the process of reform and opening up also has a strong law implication. ＂Inclusive Development＂ speaks for the law value of fairness, justice and impartiality,the building of social integrity has already been far beyond the scope of purely moral and given more economic and legal regulation, the inherent unity of the core value system and the Constitution determines that strengthening the implementation of the Constitution is an effective way of building a social core value system.
