协同创新视角下高校科技创新能力提升研究

摘　　要：以河北省为例,模拟了我国高校科技创新能力提升的协同创新演化动态过程,构建了高校科技创新能力的协同发展系统,为客观评价我国高校科技创新能力提供了理论支撑。创新之处体现在以下两个方面:一是在研究高校科技创新能力提升中纳入协同创新因素;二是构建了高校科技创新能力协同发展系统,制定出协同创新机制。在协同创新视角下,提出以下政策建议:增强省外政治需求协同、资源配置协同、国际竞争协同和持续发展协同;增强省内政治需求协同、社会需求系统、共性需求协同和个性需求协同;加强沟通交流互帮、政策空间互惠、举措立体互动和绩效多元互检。Taking hebei province as an example, this paper simulates the scientific and technological innovation of universities. The innovation points of this article are as following： at first, collaborative innovation factors is em- bedded into the research of universities science and technology innovation ability Promotion; secondly, we build a system of the coordinated development of university science and technology innovation ability and develop a collabo- rative innovation mechanism. Under the collaborative innovation perspective, this paper puts forward the following suggestions： strengthen political demand coordination, resources allocation coordination, international competition coordination and sustainable development coordination out of the province; enhance political demand coordination, social demand coordination, universal demand coordination and individuality demand coordination; strengthen communication help, policy space reciprocity, measures the three- dimensional interaction, performance multiple mutual inspection.
