摘　　要：保证“人口、资源、环境、经济、社会”协调起来的可持续发展 ,已成为我国中长期发展的主要奋斗目标和重要方针 .目前 ,煤炭在我国一次性能源结构中仍占据主导地位 .在煤矿生产建设过程中 ,不仅只是涉及到土地、水甚至生物等自然资源的综合开发和利用问题 ,而且还将产生矿区的环境及灾害问题 .为促进矿区社会经济与生态环境的双重协调发展 ,进行煤矿生态环境的重建具有重要的实践意义 .It has been an important policy and main purpose in our long*.term and middle*.term development plan to confirm the sustainable development in population,resources,environment,economy and society.Coal Industry has played an important role in the economic structure of our energetic demand.In the construction of the coal production,it has not only dealt with the proceeding the overall development and making use of natural resources,such as,land,water and biology,but also,at the same time,met with the environment and disaster in coal area.In order to promote the sustainable development both in economy and ecological environment in coal area,it is an importance of reconstructing the ecological enviroment in coal mine area.
