摘 要:总结了天津滨海新区围填海工程的概况,建立了天津滨海新区围填海工程对海洋资源影响的评价指标体系,运用层次分析法和德尔菲法相结合的方法得到了天津滨海新区围填海工程对海洋资源影响评价指标的权重,提出了围填海工程对海洋资源影响的评价标准,对天津滨海新区围填海工程的海洋资源(港航资源、渔业资源、旅游资源、空间资源和其他资源)影响进行了综合评价。评价结果表明:天津滨海新区围填海工程对海洋资源影响一般,可以进行适度的围填海工程。This paper summarizes the reclamation project in Binhai New Area of Tianjin. The evaluation index system for investigating the impact of reclamation engineering on marine resources has been established in Binhai New Area of Tianjin. The weight for evaluating indexes of the impact of reclamation engineering on marine resources has been obtained based on analytic hierarchy process and Delphi method. The evaluation standard for the reclamation project of marine resources in Tianjin Binhai District has been proposed. With these new standards,the evaluation for the influence of reclamation engineering on marine resources( port resources,tourism resources,fishery resources,space and other resources) has been conducted comprehensively. The evaluation results show that the influence of reclamation engineering on marine resources is small,and therefore it is plausible for moderate reclamation projects.
