城镇化过程中北京市农村能源结构调整路径研究

摘　　要：北京市在城镇化率达到86%的时候,劣质煤炭等低质能源在农村中的比重仍然高达70%以上,这一问题严重影响了北京市大气环境质量和城镇化目标的实现,应高度重视潜在城镇化地区或新型城镇地区的能源结构调整问题。本文提出了应在找到环境利益和农民生活发展利益的结合点、统筹政府职能、加强技术研发和强化宣传的前提下,积极开展农村供暖和炊事清洁化工程,加速农村能源结构调整。In Beijing, the urbanization rate is 86%, the proportion of low-grade coal and other low-quality energy in rural areas is still up more than 70%, this problem has seriously affected the atmospheric quality and the goal of the urbanization, it should be pay highly attention. This study express the government should find the combined points between the interests of farmers and the common living environment, to co-ordinate the functions of the government, under the premise of strengthening technology development and strengthening of propaganda, and actively carry out rural clean heating and cooking projects.
