走新型城镇化道路，给小城镇十五年发展培育期

摘　　要：在十八大提出要科学规划城市群规模和布局,增强中小城市和小城镇产业发展、公共服务、吸纳就业、人口集聚功能;十八届三中全会具体提出关于深化户籍制度、社会管理体制和相关制度改革的具体措施等背景下,为了深入研究在新型城镇化发展过程如何提升小城镇发展建设水平,通过对比英国、德国、日本、美国等国家类似条件下小城镇建设工作周期特点及我国实际情况,提出了实现新型城镇化需给予小城镇十五年重点发展培育期的战略判断,并进一步提出创新小城镇二元结构混合用地管理制度、建立可转移的社会保障制度、建立小城镇产业引入机制等小城镇培育主体政策,提出在农村集体建设用地发展小城镇、将城市维护建设税改为城乡维护建设税等政策思路及对策。The 18th CPC National Congress proposes to scientifically plan the scale and layout of city clusters and to enhance the functions of medium- and small-sized cities and small towns such as industrial development, public service, employment, and population concentration. The Third Plenary Session of the 18th CPC Central Committee puts forward the detailed measures for deepening the household registration system reform, social management system reform, and related institutional reform. Under such circumstances, in order to further study how to improve the development and construction level of small towns amid the new-type urbanization, this paper compares the features of small town construction cycle in such countries as the UK, Germany, Japan and the US that have similar conditions with the practical situation of China, and comes up with the strategicjudgment that small cities and towns should be given a key fostering period of 15 years so as to realize the new-type urbanization. The paper further proposes the small town fostering policies like innovating the duel-structure mixed land use management system, establishing the transferable social insurance system, building the industrial import system, etc., and raises some policy thoughts and countermeasures such as developing small towns in rural collectively-owned construction land, changing the urban maintenance and construction tax to the urban-rural maintenance and construction tax, etc.
