摘　　要：扬州市彩衣街项目推行政府引导下的社区参与方法,初步形成了旅游与社区发展的良好合作。对该案例的解读,引出了对历史文化街区旅游发展现状的反思,以及现有旅游发展模式和街区保护之间的冲突分析。在此基础上,进一步阐述社区参与旅游发展模式中的政府引导作用和机制建立,提出了相应的旅游复兴策略、动力机制和合作途径。The historic district renewal projects driven by tourism development face a common problem： how to deal with the relationship between tourism development and local residents？ Through the case study on Caiyi Street Project of Yangzhou, this paper reviews the current tourism development situation from the perspective of community participation, and elaborates the guiding role of local governments and the establishment of mechanisms for tourism development based on community participation.
