新安全观与中国参与军控体系的实践

摘　　要：中国参与军控体系的实践是国际关系学术界研究的热点问题。某些西方学者提出中国对军控体系的参与具有被动性,中国并没有真正接受国际体系的规范,其遵约行为不过是对外界压力的被动回应。本文追溯了中国参与军控体系的进程,揭示了中国的参与实践带有主动学习和创新的特征,而新安全观正是在实践中的思想创新和观念突破。中国在军控体系中致力于从三个层面倡导新安全观:一是推进与核大国的合作,构建互利共赢的大国关系;二是捍卫发展中国家的正当权益,利用对发展中国家的影响力推进军控进程;三是在多边论坛中发挥倡议权,缔造全球合作架构。如今,中国在双边、地区和全球层次上全力推进实践新安全观,在重要军控议题上发挥塑造议程的能力,其对军控体系所做出的贡献也得到国际社会的高度评价。China＇s practices of participation in the arms control system are a hot issue in international relations academic research. Some Western scholars argue that China is passively involved in the arms control system, it has not truly incorporated the norms of the international system, and its fulfillment of treaty obligations is the result of passive adaptation to external pressure. Tracing the process of China＇s participation in the arms control system, the article reveals that China＇s participation in the arms control system has the characteristic of active learning and innovation, the new security concept is the result of innovation and breakthrough of ideas in practice. China＇s initiation of the new security concept in the arms control system includes three levels： on its relations with nuclear powers, China works on promoting cooperation with nuclear powers and constructing mutually beneficial and win-win relations; on its relations with developing countries, China works on expressing the reasonable concerns of these countries and pushes forward the process of arms control by using its influence on developing countries; on the multilateral forum, China initiates the new security concept to build a global cooperative structure. At present, China＇s practices of the new security concept has achieved breakthrough on bilateral, regional and global levels, it has the agenda setting power on major arms control issues, its contribution to the arms control system is highly appreciated by the international community.
