中国区域政策研究的切入点

摘　　要：中国的区域问题主要有区域差距大、缺乏区域发展的协调机制。区域政策是一项基本政策,按照对象和功能可以分为不同种类。区域政策研究的思路是从政策结构和政策过程两个方面探讨如何提高区域政策的科学性和可行性。现阶段需要拓展政府职能的分类,凸显"协调职能"在中国的首要地位,根据此项职能设立区域政策的制定和执行部门。研究中需要扩展府际关系理论,深入到政府部门之间的关系,指出区域政策的制定和执行中府际关系的结构和运行特点。实践中需要把政策制定和政策执行有关的府际关系定位为一种机制,其功能应为提高区域政策的效果和协调区域关系。The main problems about the regions in China are characterized by the huge gaps between the regions and the lack of coordinating mechanisms in regional development. Regional policies are basic policies that can be classified into many categories according to the objects addressed by these policies and the functions of the policies. The study of regional policy is to explore, from the perspectives of policy structure and policy process, the ways to improve the scientific and fea- sible features of regional policy. What should be done at this stage is to extend the categories of governmental functions, foreground the ＂coordinating function＂ as the primary function of Chinese government, and establish departments that are responsible for the making and implementing of the regional policies according to the ＂coordinating function＂ of the govern- ment. The study of regional policy should develop the theory of inter - departmental relations, examining the relations be- tween governmental departments and revealing the structural and implementing features of the inter - departmental relations through the process of the making and implementation of regional policies. In real practice, the inter - departmental rela- tions concerning the making and the implementing of regional policies should be made into a mechanism whose function is to promote the effects of regional policies and coordinate regional relations.
