摘　　要：公益性科研机构的管理模式是我国科技管理体制的重点,也是中国农业科学院实施科技创新工程的重要内容。以中国科学院、水利部和国家电网等部门的主要科研机构为例,从发展定位、学科建设、科研平台、人才队伍、激励机制等方面,比较分析科技资源配置和现代院所制度建设现状,根据典型科研机构管理运行经验,提出构建农业科研院所科技创新机制的对策和建议。Management mode of public-interest scientific institution is the point of sci-technology management system, is also the important content of implementation of sci-teehnological innovation project of Chinese Academy of Agricultural Sciences. Taking the main research in- stitutions of Chinese Academy of Sciences, Ministry of Water Resources and National Grid as examples, summarized the development strate- gy, discipline construction, scientific research platform, talent team, incentive mechanism and other characteristics, executed comparative analysis of the status of sci-technology resources allocation, modem research institute system construction and management experiences of typical scientific research institutions, put forward agricultural scientific research institute. and suggestions to establish sol-technological innovation mechanism of
