摘　　要：切实加强生态环境的保护和建设 ,是实施西部大开发的根本。只有采取有效措施 ,大力改善生态环境 ,西部地区丰富的资源才能得到合理开发和利用 。To protect and improve the ecological environment is the prerequisite for the carrying out of the policy of large scale development of the West China.Only by adopting this measure to improve the ecological environment,could the rich resources in the West be reasonable be exploited and utilized and could the sustainable economic development in the West be realized. [
