城镇化背景下农村善治的实现——农村的基层民主建设

摘　　要：城镇化的推进,使得农村基层民主建设的客观环境发生了很大变化:不仅改变了农村的人口结构,也使得农村传统文化日渐消失。这些变化致使农村基层民主建设主体缺位,"乡村精英"流失使得民主建设无"领军人",而且衰落的农村文化也冲击着传统的农村秩序。面对农村基层民主建设无氛围、无保障、缺乏动力支持的困境,农村应大力发展实业经济,留住精英人才,并提高农民的民主素质,促使农村基层民主建设步入良性发展轨道,实现农村善治。With the advancement of urbanization, the objective environment of rural grassroots democracy construction has undergone great changes： not only has the rural population structure changed, but also the rural traditional culture has gradually been disappearing. These changes lead to a vacancy of enforcers in the rural grassroots democracy con- struetion, while ＂Elites loss＂ is leaving democracy without ＂leader＂. Moreover, the decline of rural culture is impac- ting the traditional rural order. Facing the dilemma of lacking atmosphere, guarantee and vitality in the rural grassro- ors democracy construction, the rural areas should vigorously develop industrial economy so as to retain talents and im- prove the democratic quality, and in this way the grassroots democracy in rural areas can be channelled into a healthy development track and good governance in rural areas will finally be achieved.
