粮农综合补贴对农户生产要素投入的影响分析——以内蒙古太仆寺旗种植业农户的种子购买行为为例

摘　　要：为了验证粮农综合补贴政策能否影响农户对生产要素的投入决策,进而影响农业生产。对内蒙古太仆寺旗从事种植业生产的农户进行问卷调查,选取粮农综合补贴对种子购买行为影响这一微观视角进行研究。Probit模型拟合结果及相关统计分析表明,从事种植业生产的农户在购买生产要素时资金存在一定的问题。因此,种子购买数量的增减与国家粮农综合补贴发放数量存在一定的相关性,补贴对农户生产要素投入的决策有正向影响。本文提出在稳定现有补贴政策的基础上,对不同特征农户的补贴加以区别的政策建议。To verify whether grain and agricultural comprehensive subsidies can change farmers＇ input of production factors and affect agricultural production. This paper investigated 120 households engaged in planting production in Taibus Banner of Inner Mongolia, and analyzed the impact of grain and agricultural comprehensive subsidies on farmers buying seeds. The resuhs showed that, there was a fund shortage problem during farmers buying production factors, grain and agricultural comprehensive subsidy had a positive impact on purchase of production factors. Accordingly, some suggests, such as keeping the stability of existing subsidy policy and paying different subsidies to farmers with different characteristics were provided.
