北京——河北“接点地区”跨界协作与治理的特殊性分析

摘　　要：北京与河北之间的跨界合作与治理由来已久。本文认为,在京冀一体化发展与合作的语境下,京冀合作需要破解"接点地区"治理的难点,并在此方面形成良好的合作机制。要破解这些问题,就特别应当针对目前跨界协作与治理的特殊性进行着重分析,包括区域位置的特殊性、资源配置的特殊性、合作主体的特殊性等,以促进本地区的长久稳定地进步发展,也有利于提前预判和应对跨界合作与治理产生的各类问题与矛盾,寻求府际治理的多样化解决机制。Cross -border cooperation and governance between Beijing and Hebei Province has been a long history. This paper argues that in the context of Beijing and Hebei integration development and co- operation, the cooperation between Beijing and Hebei need to decode the ＂junction area＂ management difficulties, and form good cooperation mechanism in this aspect. To solve these problems, in particular it should be based on the current cross - border collaboration and governance of the particularity of ana- lyzed emphatically, including the particularity of regional location, subject to the particularity of the particularity of the allocation of resources, cooperation, etc. It is helpful to promote the steady progress for a long time development of the region, also for predicting and dealing with cross - border cooperation in advance and management of all kinds of problems and contradictions, and to seek diversified resolu- tion mechanism of governments governance.
