摘　　要：以图书馆为基础推进公共文化服务体系建设对于保障公众公共文化获取权益,发挥图书馆的社会作用,促进经济社会的文化、科学发展等方面具有重要意义。在推进公共文化服务体系建设的进程中,我国应加强图书馆与社会其他机构的多方合作,构建和完善公共文化服务体系的实现机制,构建公共数字文化服务体系,加强基层文化队伍培训,整合多种公共文化服务方式,使服务具有针对性、差别性、高效性和可操作性。Promoting the construction of the public culture service system based on libraries has important meanings for guaranteeing public culture accessing rights of the public, playing the social role of libraries, promoting the development of the culture and science in the economic society, and so on. In the process of promoting the construction of the public culture service system, China should strengthen the coopera- tion of libraries with other organizations in society, construct and perfect the realization mechanism of the public culture service system, construct the public digital culture service system, strengthen the training for culture workers in the primary level, integrate multiple public culture service modes, and make the service be of direction, difference, efficiency and operability.
