摘　　要：在现代信息社会的开放环境下,政府只有及时、完整地发布信息,满足公众日益增长的信息需求,才能构建真正的开放型政府。作为开放政府建设的一部分,英国政府较早地开展了开放数据运动,并致力于提高政府的透明度、参与性、协作度。英国开放数据实施战略主要包括修订法律法规、完善管理结构、引入新型许可方式、加强政策认可度、提高开放数据进展透明度。我国政府应在借鉴英国开放数据实施战略的同时,加强信息的开放、共享。In the open environment of the modern information society, in order to build a truly opening government, the government should timely and completely publish the information and satisfy the increasing information demand of the public. As a part of the opening government construction, the British government has developed the open database movement earlyl and has devoted himself to increase the transparency, participation and collaboration of the government.The implementation strategy of the open database in Britiain mainly include the revision of laws and regulations, the improvement of the management structure, the introduction of new licenses, strengthening the policy recognition degree and increasing the transpar- ency of the open database progress. The government in China should draw lessons from the implementation strategy of the open database in Britain, at the same time, strengthen the information opening and sharing.
