减负放权,促进绿洲防护林健康发展

摘　　要：绿洲防护林体系是绿洲生态系统的主体 ,完善的绿洲防护林体系可以大幅度改善农村生态环境质量 ,提高受庇护农田的地力水平和减灾能力。由于我国目前林业政策体系不完备 ,加之税负过重 ,使群众经营绿洲防护林的积极性受挫 ,而且绿洲防护林现实质量低劣 ,综合效益远未挖掘出来 ,科技应用水平不高。建议国家借鉴当前农村经济体制改革中的成功经验 ,逐步放宽对绿洲防护林经营行为的硬性管制 ,运用减免税负的手段提高绿洲防护林的经济活力 ,并对其实行最低存量管制。The main body of oasis ecosystem is oasis protection forest system.Perfect oasis protection forest system can improve largely ecological environment in the countryside,and raise productivity of the cropland,and reduce nature damage.At present,in our country incomplete forest policy system and heavy taxation impeded the activity of people managing oasis protection forest.The synthetic effect of oasis protection forest was not exploited completely.Science and technology wasn't used widely too.In the paper was recommended our country to learn from the successful experience of countryside economic system reforms,step by step,and release the rights to manage oasis protection forest,and take measures of relaxing taxation and the inferior limit to improve economic effect of oasis protection forest.
