云南省临沧市高标准基本农田的建设研究

摘　　要：为贯彻落实党中央、国务院关于严格保护耕地、建设4亿亩高标准基本农田建设的决策部署,以新一轮土地整治规划为依据,从云南省临沧市的基本情况和耕地利用现状出发,对临沧市高标准基本农田建设的相关问题进行了研究.在分析临沧市耕地现状和基本农田现状的基础上,利用四象限法对临沧市高标准基本农田建设的潜力及其分布进行了分析,确定了临沧市高标准基本农田建设的任务,并进行了投资估算和效益分析,以期为云南省其他地区的高标准基本农田建设工作带来启发和提供参考,有利于我国的社会主义新农村建设.在确保基本农田总量不减少的前提条件下,努力提高临沧市的高标准基本农田面积在全市基本农田面积中所占的比重,确保区域性粮食生产安全.To implement the Party Central Committee and the State Council concerning strict protection of cultivated land, construction of 400 million acres of well-facilitated capital farmland construction decision deployment, based on a new round of land reclamation planning, from the basic situation and cultivated land use status of Lincang City in Yunnan Province, the related problems about the construction of the well-facilitated capital farmland in Lineang City were studied. According to the cultivated land status and the present situation of basic farmland, the construction of well-facilitated capital farmland potential and its distribution are analyzed using Four Quadrant Method. The construction tasks of well-facilitated capital farmland in Lincang City were determined, and the invest- ment estimation and the benefit analysis were carried out, in order to bring inspiration and provide a reference for the well-facilitated capital farmland construction in other areas of Yunnan Province, which is advantageous to the socialism new rural construction of our country. Under the prerequisite of ensuring the amount of basic farmland not reducing, it is suggested to improve the Lineang City well-facilitated capital farmland area in the city＇s share of basic farmland area, and ensure the regional food production security.
