摘　　要：目的:评估西安市社区卫生服务中心国家基本药物制度实施效果,为完善国家基本药物制度提出对策建议。方法:采用知情人访谈法,于2013年5-6月对随机选取的7家西安市社区卫生服务中心21名医药专业人员进行现场访谈。结果:西安市社区卫生服务中心实施国家基本药物制度成效明显,药品价格有所降低,不合理用药状况得到改善;但仍存在部分低价普通药品可及性低,药品配送不及时,国家基本药物制度监测评价的环节有待扩展,基本药物制度满意度和认知度不足等问题。结论:西安市社区卫生服务中心国家基本药物制度实施情况总体良好,但是在实施过程中出现的药品配送违规、质量不合格、财政补偿不到位等重大问题必须得到重视,并加强国家基本药物制度各个环节的监管,才能使国家基本药物制度更加惠及基层群众。OBJECTIVE： To evaluate the effects of National Essential Medicine System in Xi＇an community health service cen-ter, and to provide suggestions for improving National Essential Medicine System. METHODS： 21 professionals from 7 communi-ty health service centers of Xi＇an were interviewed from May to Jun. in 2013 by insider interview survey. RESULTS： Tile imple- mentation of National Essential Medicine System had obtained obvious effects in community health service center of Xi＇ an, such as drug prices had be reduced and rational use of drugs was improved. There also were many problems, such as difficulties in the availability of low-cost generic drugs, drug distribution behind time, further expanding monitoring and evaluation of essential medi- cine system, inadequate satisfaction degree and awareness of essential medicine system. CONCLUSIONS： The implementation of National Essential Medicine System is operated well in community health service centers of Xi＇an： but the problems about the im-plementation of the system, such as drug delivery, quality is unqualified, financial compensation does not reach the designated po-sition should be resolved, the system can benefit the public better.
