基于一张图的开发区建设用地精细化管理研究

摘　　要：以县管省级开发区为例,基于SOA架构,在ArcGIS平台上开发了建设用地精细化管理一张图平台,设计了开发区建设用地宗地数据的快速更新、浏览、查询、统计分析、专题制图等功能,其结果可通过计算机与互联网实时向开发区管委会、市国土资源局与省国土资源厅三级管理部门进行可视化传导,实现了开发区建设用地从审批、征收、供应到利用的全过程动态管理,为开发区建设用地管理的精细化提供了指导和参考。According to the integrated application of SOA（Service-Oriented Architecture）and GIS spatial analysis,this paper takes province governing development zone as a study area and opens up the single map platform for the construction land fine management in development,designs the function modules for the parcels of the construction land such as data updating,browsing,query,statistical analysis and thematic map,and the resulting data can be fed back to the three-level land resources administrative departments（province,city and county） by the computer and the internet.It realizes the dynamic management circuit of construction land＇s examining and approving,requisition,supplying and utilization and will offer some guidance and reference for the construction land fine management in development in the future.
