重庆市主城区土地利用绩效区际格局研究

摘　　要：以重庆市主城九区为研究区域,结合土地可持续利用和区域发展的相关理论,以城市土地利用总体绩效为目标,基于经济、效益、效率、公平的"4E"土地利用绩效评价框架,选取了16个指标构建城市土地利用绩效评价体系;在此基础上,通过评价指标体系中的对各指标合理值的确定依据,分别确定各指标的合理值;采用层次分析法确定各指标权重,并结合加法法则确定土地利用绩效综合评价值;据此利用对重庆市主城九区2007、2009和2011年土地利用绩效区际差异和空间格局的演变进行评价分析。结果表明:重庆市主城区土地利用绩效总体水平近年来不断提高,且呈现出核心区快于边缘区的扩散式变化趋势;区际间绩效水平差距较大,部分区县土地利用潜力较大;土地利用绩效水平在空间格局上具有一定的空间聚集特征,整体上高值区分布于主城区的核心区域,而低值区则位于北部和东南部区域。By taking nine districts of Chongqing＇ s main urban area as research region, by combining the related theory of land sustainable exploitation and regional development, by taking total performance of urban land exploitation as goal, based on ＂4E＂ land exploitation performance evaluation framework such as economy, profit, efficiency and fairnesS, urban land exploitation performance evaluation system is set up by selecting 16 indicators, based on this, the rational value is respectively determined according to the determining basis for the rational value of each indicator in evaluation index process, the comprehensive evaluation system, the weight of each indicator is determined by analytic hierarchy value of land exploitation performance is determined by addition theorem, as a resuh, assessment and analysis are conducted on the evolution of inter-district difference and spatial pattern of land exploitation performance in nine districts of Chongqing＇ s main urban area in 2007, in 2009 and in 2011. The results show that the total level of land exploitation performance of Chongqing＇ s main urban area is continuously raised and its diffusion-style changing trend is that core region is faster than edge region, that the performance level between different districts has big gap and the part of districts and counties has bigger land exploitation potential, that land exploitation performance level in spatial pattern has certain spatial agglomeration feature, that the regions with high evaluation scores are located at the core regions of the main urban area as a whole, however, the regions with low evaluation scores are located at the area of the north and southeast part of the main urban area.
