摘　　要：目的为践行"科学检验精神",探索研究省级食品药品检验所立足实际、强化自身,带动基层加强能力建设的方法和思路。方法实地调查全省14个基层药检所的能力现状,全面掌握和分析基层药检所在能力建设方面存在的突出问题和薄弱环节,并以甘肃省药检系统能力建设的成功经验为佐证,为药检系统加强能力建设提供参考和建议。结果与结论应通过坚持"人才兴检"战略,创新人才培养和使用机制;文化建设积极跟进,形成强大的药检文化氛围;强化实验室规范化管理,健全质量保证体系;坚持开拓创新与技术合作等手段,加快食品药品检验检测系统能力水平提升的步伐。Objective To explore the way to practice ＂scientific inspection spirit＂ to strengthen capacity building of the grass-roots institute for food and drug control, based on the actual practice of the provincial institute. Methods Using the drug inspection system of Gansu Province as an example, combined with the current situation of food and drug supervision, the prominent problems in the ability construction at the grass-roots level and weak links were analyzed through investigation of the capacity status of the 14 base in the province, to explore and research the ways and means of strengthening capacity building, under the guidance of the theory of ＂scientific inspection spirit＂. The successful experience of the drug inspection system of Gansu Province showed evidences for the way of strengthening capacity building. It provides the effective suggestion and the practice reference to the drug inspection system. Results and Conclusion It is necessary to persist in the strategy of ＂invigorating the drug control institute through human resource development＂ by innovation in the mechanism of talents cultivation and use. At the same time, culture construction should be actively followed up to form a strong cultural atmosphere of the drug inspection system, to enhance the standardization of laboratory management by the establishment of a sound quality assurance system, and to persist in innovation and technology cooperation and other measures, which will effectively promote the ability level of the food and drug inspection system.
