摘　　要：近年来,为了有效应对中国的迅速崛起,奥巴马政府开始着力推行"亚太再平衡"战略,并积极鼓励日本在亚太地缘安全事务中发挥更大的作用。在奥巴马政府的推动和日本多届政府的积极运作之下.多年来以美国为"单一轴心"的亚太安全格局呈现出一个日趋明显的变化,亦即逐渐向"美主日辅"的格局演变。首先,日本通过持续强化日美同盟关系。并借机促进自身军事力量的发展,使其在日美同盟中的"战略自主性"不断增强。其次。通过加强与美国其他亚太盟国的双边和三边安全互动,使得"美日+1"成为美国与其亚太盟国展开安全合作的重要机制和平台。最后,日本还主动出击,与亚太地区美国的"战略伙伴国家",如印度、印度尼西亚、越南等国展开了多种形式的战略安全协作。上述举措不仅使日本在日美同盟中的功能和地位得到提升。而且与一系列亚太重要国家之间的战略合作水平也稳步升级,进而在亚太传统的"轴辐安全结构"中开始发挥日益重要的连接、补充和协调作用。在地区安全体系中影响力也与日俱增,隐然成为仅次于美国的亚太地缘安全格局的"次轴心"。In order to address the rise of China,Obama administration is pursuing strategic rebalance to Asia-Pacific and encouraging Japan to play a bigger role in regional geopolitical security issues.With the push of the U.S.and the operation of Japan,the longstanding Asia-Pacific security structure with U.S.as the "sole axis" is witnessing an evident transformation into a "U.S.as chief and Japan as subordinate" structure.Firstly,Japan develops its military power and enhances its "strategic independence" through the strengthening of U.S.-Japan alliance.Secondly,Japan intensifies bilateral and trilateral security cooperation with other U.S.Asia-Pacific allies,thereby making "US and Japan plus one" pattern an important mechanism for the U.S.to conduct security coordination with its allies.Thirdly,Japan improves its strategic relations with a series of U.S. "strategic partners",such as Indonesia,India and Vietnam,by pursuing diversified security collaboration.All these efforts contribute to the ever-increasing importance of Japan in US-Japan alliance,as well as steady upgrade of strategic cooperation levels between Japan and some key states in Asia-Pacific region.Concurrent with its rapidly growing influence in Asia-Pacific area,Japan is looming up as the " subordinate axis" in the regional security system dominated by the United States.
