摘　　要：社会工程作为人们改造社会世界的典型实践活动、人类把握现代世界的基本方式之一,包括社会工程事实、社会工程现象、社会工程理论(学)和社会工程哲学等四个层次。社会工程理论(学)研究只有实现从抽象到具体,并上升为社会工程哲学,才能更深刻地把握社会工程的本质、特征和规律,进而发挥其在中国现代化建设,特别是全面深化改革中的方法论功能。As a typical practical activity for people to change the social world and a basic way to grasp modern world, social engineering includes such four levels as social engineering fact , social engineering phenomenon , so-cial engineering theory and social engineering philosophy .Only if the social engineering theory realizes from ab-stract study to concrete study and rises to social engineering philosophy , can it grasp the essence , characteristic and law so as to give play in the modernization construction especially the comprehensively deepening reform .
