摘　　要：十八届三中全会围绕协商民主有两重定位:"我国社会主义民主政治的特有形式和独特优势"、"党的群众路线在政治领域的重要体现",两重定位中都有共同要素,即党际协商民主,构建程序合理、环节完整的协商民主体系,党际协商具有引导与示范作用。党际协商发生于多主体内部,如人大、政协、政府等主体内部,以及日常的党际沟通、协商活动,因而,党际协商具有多维的政治功能,主要有公共政策功能、社会团结功能与政治合法化三大基本功能。党际协商已有较长的历史传统与实践,新形势下开发党际协商的政治价值,完善党际协商民主的政治功能十分重要。There are the two meanings about the consultative democracy defined by the Third Plenary Session of the Eighteenth Central Committee of the Communist： ＂the special form and unique advantage of our country＇s socialism democracy＂, ＂the important embodiment of the party＇s mass line in the political field＂, the two meanings share the common elements, namely the inter- party consultative democracy. It＇ll play a guidance and exemplary role to form a consultative democracy system which has reasonable and complete procedures. Inter-party consultation take place in multiple bodies, such as the NPC and the CPPCC, governments and other subjects, as well as daily inter-party communication and negotiation activities. Therefore, the inter-party consultation has multi-dimensional functions, such as the function of public policy, social solidarity and political legalization. With a long historical tradition and reality, it is very important to improve the political function and value of inter-party consultation in the new situation.
