摘　　要：2014年中央一号文件明确提出,"可开展以村民小组为基本单元的村民自治试点。"本文以这一改革先行先试点之一的广东省佛冈县作为分析对象,认为村民自治重心下移是利用传统资源化解农村村民自治过程中传统治理基础与现代国家建构相脱节问题的一种全新探索,其本质是通过传统村治资源的现代化来实现政府治理与村民自治的有效衔接。然而,在现代化的治理体系中,随着传统因素的日益消解和政治场域的变迁,传统资源自身的限度日益突显,村民自治重心的下沉也将不可避免的遇到一些挫折。2014, the No. 1 document of the Party Central Committee explicitely pointed out that ＂carrying out pilots on implementing self-governance at village group level by taking the small group of villagers as the basic unit is allowed＂. This article analyzes the pilot project carried out in Fogang county, Guangdong Province. The author considers moving down the orthocenter of villagers＇ self-governance to the village group level as a brand new exploration to solve the problem of disconnection between the traditional governance basis and modern state-building in the rural villagers＇ self-governance process by using traditional resources. Its essence is to effectively connect the government administration and villagers＇ self-governance by modernizing the traditional village governance resources. However, as the breakdown of the traditional factors and the changes of the political arena in the modern governance system, the limitations of traditional resources itself become more and more prominent. Problems are unavoidable in the process of moving the orthocenter of villagers＇ self-governance down to the village group level.
