摘　　要：江苏统筹苏北区域城乡协调发展,在经历了以扶贫开发、基础设施建设、工业化推进为重点的三个阶段后,目前正在进入第四个阶段,即推进苏北新型工业化、新型城镇化与农业现代化同步发展的新阶段。统筹苏北区域城乡协调发展,将由统筹经济协调发展为主向统筹政策或制度创新为主转变。统筹工作应围绕新型城镇化建设这个中心展开,把加快苏北城镇化发展作为首要任务,同时要继续推进新型工业化,建立以工促农、以城带乡的长效机制,尽早启动苏北农业现代化进程,把加快苏北家庭农场发展作为农业现代化和新农村建设的重要手段之一。Northern Jiangsu regional coordinated development of urban and rural areas in the Jiangsu province has experienced three stages, focusing on poverty alleviation, infrastructure construction and industrialization. Now it is moving on to the fourth stage to achieve the simultaneous development of new-type industrialization, new-type urbanization and agricultural moderniza- tion. Northern Jiangsu regional coordinated development of urban and rural areas will be transformed from the coordinating eco- nomic development to the coordinating policy or institutional innovation. Co-ordination should focus on the construction of new- type urbanization and speeding up the development of urbanization in Northern Jiangsu, which should be looked upon as the pri- mary task. At the same time, we must continue promoting industrialization and establishing a long-term mechanism that the country is led by city and agriculture is promoted by industry, and start the process of agricultural modernization as soon as possible. Accelerating the development of family farms should be taken as the important platform for agricultural modernization and new ru- ral construction.
