摘　　要：国家"城镇化"战略背景下,各地城镇化发展速度加快,但土地利用率较低,土地整理成为土地资源节约和集约利用的有效手段之一。运用实例调查法和系统分析法,以湖南省娄底市娄星区为例,对农村居民点规划欠规范、居民宅基地面积超标、零星地块整合不足、土地资源浪费等现象进行分析,提出加大农业基础设施建设投入资金,改善农业生产条件、严格执行土地用途管制,保护有限的土地资源、改变原有粗放的土地利用方式等各种土地整治措施,提高了土地利用率。Under the background of national strategy,the urbanization accelerates nationwide,but the ratio of land utilization is relatively low.Therefore,land governance has becomes one of the effective approaches to the conservation and intensive utilization of land resources.By means of empirical investigation and system analysis,this paper analyzes such phenomena as poor planning of rural residential sites,exceeding-standard homestead areas,inadequate integration of scattered plots of land,severe waste of land resources,and proposes measures for land governance,including increasing funds for agricultural infrastructure construction,improving agricultural production conditions,strict enforcement of land use control,protecting the limited land resources,changing the extensive mode of land use,so as to improve the land utilization rate.
