摘　　要：公共政策的利益导向关乎大众百姓的切身利益。实践中,不良公共政策利益导向严重危害公共政策系统,加剧公共政策的非公共性,导致社会阶层间的对立和冲突。究其原因,主要是由于部分公权力发生异化、法律法规相对薄弱、社会价值观发生扭曲等因素所致。因此,应建立合理的公共政策评估体系,加强对权力异化的遏制;规范法律法规,增加政策透明度,强化对公共政策的监管,进而使我国公共政策利益导向集聚更多正能量。interest-oriented public policy concerns the vital interests of the masses oi me people.In practice, ill-oriented public policies seriously harm the public interest -oriented system, exacerbate non-public features of public policies, and cause confliction among social classes. Major causes of ill-oriented public policies include partial alienation of public authority, weakness of laws and regulations in public interest, and distorted social values. There- fore, rational public policy evaluation systems should be established, and policies should be standardized to improve the transparency and regulation of public policies.
