山西省开发区土地利用中存在的问题及对策

摘　　要：通过对山西省25个省级以上开发区1999—2012年相关数据的统计分析和对部分开发区的实际调研,了解了山西省开发区的设置情况、土地利用现状、经济发展状况等,总结出山西省开发区建设中存在地域分布不均衡、部分开发区运行成本较高、管理体制不顺、规划和布局缺乏科学性、用地功能错位、产出效率低、低效用地多等突出问题;提出合理布局、理顺关系、加强管理,建立土地集约评估体系、建立和实施退出制度,加强开发区土地利用的规划管理与调控,促进高技术产业集聚、扩大开发区产业集群发展的规模效益,开发区的建设要立体发展、提高土地集约化程度等建议。The information of 25 national or provincial level development zones from 1999 to 2012 was analyzed, and some development zones were investigated to assess the distribution, land use situation, economical development situation of Shanxi＇s development zones. The results showed that the development zones were not so reasonably distributed, some development zones had high operating costs, some had unsound administrative management system, some were lack of good planning, some land was used not so efficiently. Suggestions were made, such as to regulate the distribution, improve the relationship between development zones and local governments, strengthen the management, establish evaluation system of land intensive use, implement land reclamation, adjuste land use planning, improve high-tech industrial assemble, and to enlarge scale merit of the development zones.
