家族传统下村庄公共事务的决策结构探讨——基于皖西X村“村村通”工程的个案

摘　　要：村庄公共事务的决策过程表现为多元主体利益的互动。作为理性的个体行动者,决策互动过程中各利益相关者扮演着不同的角色,采取不同的措施试图影响决策,并寻求自身利益的最大化。基于对皖西X村"村村通"工程的考察,分析了家族传统框架下的村庄公共事务决策结构。在将利益相关者纳入决策分析的同时,梳理当前家族传统下村庄公共事务决策过程中利益互动者的行为结构,通过分析当前公共事务决策过程所出现的问题和原因,本文认为,培育内生型的公共产品不失为弥补"行政嵌入型"公共产品不足的创新对策。The decision process of village public affairs performs the interactions among village multiple in- terests. As rational individuals, each interest stakeholder plays a different role in decision - making process, he/ she takes different measures to try to influence the decision making, and seeks to maximize his/her own inter- ests. This paper makes an investigation of the Village Transportation Project in X Village in the West of Anhui, and analyzes the structure of decision - making under the framework of traditional family. Through the analysis of the stakeholders in decision - making, the paper combs the roles of the structure for decision - making and its problems. Finally, the paper holds that the government should foster the ＂inside public service＂ to be the inno- vation of rural development.
