土地流转与农村劳动力转移:基于人口红利的视角

摘　　要：土地流转制度的完善可进一步释放农村剩余劳动力,获取更多的人口红利。土地流转虽然带来了很多积极的变化,但也存在"非粮化"现象严重、保障机制不健全、运作欠规范等问题。其主要原因在于:社保制度不健全和土地收益分享机制不完善、土地产权不清晰与流转市场监管缺位、土地流转市场机制缺失和农民缺少技能培训、金融支持力度不够和现代农业欠发达。应通过健全农村社保制度、完善土地流转法规体系、培育土地流转服务市场和发展涉农金融创新服务等完善土地流转制度。The improvement of land transfer system can further release surplus rural laborers, and have access to more demographic dividend. Land transfer has brought many positive changes, but at the same time, there also exist some problems such as ＂non-grain＂ phenomenon, imperfect protection mechanism and operational irregularity. The main reasons include the imperfect social security system, imperfect land reve- nue sharing mechanism, unclear land ownership, absent transfer market regulation, un-established land transfer market mechanism, insufficient farmer skill training, insufficient financial support, and underdevel- oped modem agriculture. The paper suggests that measures should be taken to improve the land transfer sys- tem： improve the rural social security system, improve the legal system of land transfer, cultivate the market of land transfer services, and develop services of agriculture-related financial innovation.
