摘　　要：创建区域性医疗卫生服务中心是更好地完善区域性中心城市功能,保障民生与促进经济发之亟需。文章在对齐齐哈尔市卫生资源服务现状与存在问题深入调研分析基础上,提出创建区域性医疗卫生服务中心的目标、任务及对策。Establishing the regional health care service center meets the needs of improving the function of the regional central city, guaranteeing the people＇s livelihood and promoting economic development. Based on analyzing the present condition and existing problems of health care service resources in Qiqihar, it proposes the targets, tasks and strategies of establishing the regional health care service center.
