民生型政府视阈下农村养老社会保障体系的构建

摘　　要：新农保的实施推进了农村养老保障体系的完善,但农村养老仍存在土地保障功能弱化、养老金替代率偏低、空巢家庭剧增等问题。只有进一步完善农村养老保障体系,才能逐步缩小城乡社会保障差距,使广大农村居民老有所养。The implementation of the New Rural Endowment Insurance System has promoted the improvement of the aged security in rural China, but problems do exist, such as the weakening of the land security function, the low pension replacement rate, the dramatic increase of families with only the old left. Only when a sound aged security of rural China is constructed, can the social security gap between urban and rural China diminish and the livelihood of rural residents be guaranteed.
