我国地方政府公共文化投入效率研究

摘　　要：运用DEA自我评价模型及交叉评价模型对我国地方政府公共文化投入效率进行实证分析,结果表明,我国地方公共文化投入效率较低,区域间交叉评价效率差异显著,中部地区公共文化投入效率最高,西部地区效率最低。因此,建议进一步建立地方公共文化投入绩效考核体系,增加公共文化服务的市场和非营利组织供给主体,加大西部公共文化财政转移支付。We analyze the input efficiency of public cuhure of local governments of China based on the self--assessment model of DEA. The result shows that the input efficiency of public culture of local government is low, the cross-evaluation of the efficiency difference among the areas is obvious, the efficiency of middle area is the highest, and the efficiency of west area is the lowest. So we suggest that we should construct an input performance assessment system of public culture, increase the amount of market and NGO, and accelerate the transfer payment of public culture of the west part of China.
