中国经济适用住房政策制定的演变与区际差异

摘　　要：中国的经济适用住房政策推出近10年来,地方政府采取了多种方式组织建设,但其后的进展情况却有巨大差异。通过回顾中国经济适用住房政策的演变,比较36个大、中城市现行经济适用住房规范性文件的相关规定与实际执行效果,本文发现经济适用住房的政策框架是否合理在某种程度上取决于各级政府是否具有＂以人为本＂的公共治理价值取向,以及对这一价值取向的认同程度。Since the reform of housing policy in 1998, economically affordable housing has been recognized as a major part of public housing provided to urban residents. After one decade of housing reform, trail efforts have been made. However, such policy performance has been regionally different. On the strength of combing Chinese affordable housing re- form and comparing special items among the current 36 municipal affordable hous- ing regulations, this paper proposes housing provision system should be more people-oriented in order to meet the de- cent housing need from the low and mid income families.
