摘　　要：在全球化与区域化的博弈中,中国改革开放政策和国际资本促进了区域与城市的发展。在全球金融危机背景下,要把握好中国区域、城乡关系未来调整的机会：加快形成城乡经济社会发展一体化新格局,将城乡统筹重心转移到都市圈、城市群和城市带等优势发展区域;集中到中国＂内需＂最薄弱环节的农民工身上。实现经济增长方式的转型：寻找让现行不合理的土地征用制度逐渐消亡的改革思路,走＂内涵式＂城市发展道路。In the competition of globaliza- tion and regionalization, the policy of re- form and international capital become a catalyst of China＇s regional and urban de- velopment. Under the global financial crisis, we have to grasp the opportunity to adjust the regional and urban-rural re- lationship, to realize our glory and dream, a new integrated structure of ur- ban-rural economic and social develop- ment. Efforts should be put into shifting the focus of urban-rural planning and co- ordination to the metropolis circle and the areas with advanced development, con- eentrating on the migrant workers who are the fatal weakness of domestic de- mand, and realizing the transition of eco- nomic growth mode. Moreover, it is nee- essary to seek a reform pattern aiming at eliminating the current illogical land req- uisition system
