摘 要:改革开放以来,中国的城镇化水平迅速提高,城镇多是以自我为中心,争相利用区域的资源和环境。然而,受制于空间资源和自然环境的局限,同一地域的城镇最终会走向联合、协调发展。本文以城市地区理论为基础,通过对温州市域空间发展案例的分析,认为在不改变中国目前行政管理体系的前提下,市域作为区域空间协调发展的基本单元最具有可行性。通过分析可以看到:全覆盖的空间利用分区、轴网化的城镇组织结构、规划内容和管理机构的双层控制以及区域空间开发收益的均衡分配等措施是走向城市地区的市域空间整合的可行途径。Since the opening-up and reform of China, the urbanization has been accele- rated continuously. In the process of devel- opment, most cities and towns have been self-centered and compete with each other in utilizing natural resources and physical envi- ronment. However, limited by the spatial resources and the natural environment, the cities and towns will ultimately cooperate with each other and realize a coordinated de- velopment. Based on the city region theory, and by analyzing the experience of spatial development of foreign and domestic cities, as well as the spatial development in Wenzhou city proper, this paper believes that it is most feasible to take a city as the basic unit of the coordinated spatial develop- ment in a region, with the prerequisite that the current administrative system of China is not changed. Through the analysis of Wenzhou project, it can be concluded that the feasible methods for the integration of spatial development of a city proper should be composed of the region-wide zoning, the axis-network organizational structure of towns in the region, the control of two-level planning and administration system, and the balanced distribution of the regional spatial development benefits, etc.
