摘　　要：集成电路(IC)是软件和信息产业的核心。IC产业的设计能力与集成电路加工企业的产能利用率、软件和信息业的利润息息相关。当前,我市IC设计产业已具一定的规模,集聚效应明显,并涌现了一批创新能力强的骨干企业。但同时也面临着产业规模不大、发展后劲不足、政策实施效果不理想等问题。建议进一步明确发展IC设计产业思路,完善IC设计产业的投融资体系,优化IC设计产业扶持政策,构建IC设计产业人才体系。Integrated circuit （IC） is the core of the software and information industry. Design capacity of IC industl）＇ is closely relevant to the utilization rate of integrated eircuit processing enterprises capacity and tile profits of software and information industry. At present, the IC design industry in our city has reached a certain scale, the agglomeration effect of which is obvious, and a number of backbone enterprises with innovative ability have been emerging. But at the same time, it is also faced with the problems, such as small scale of the industE~, lack of development potential, and non-ideal policy implementation effect. It is recommended to further clarify the ideas to develop IC design industry, to improve the investment financing system of IC design industry, to optimize IC design industry support policies, and to construct IC design industry personnel system.
