摘　　要：行业规章作为民间法的一种,对于行业自治和非物质文化遗产保护起到了非常重要的作用。针对这种保护作用受到制度设计疏漏和政府过度干预这两大因素影响的问题,我们应当对相关制度设计予以完善,并尽量淡化政府干预。As a kind of folk law,the industry regulations play a very important role in trade autonomy and in the protection of intangible cultural heritage. In order to solve the problems of the defects of protection system and the excessive intervention of government,we should improve the relevant system and weaken the governmental intervention as far as possible.
