摘　　要：作为重要基础设施的水务行业,为了满足当地经济的快速发展需要,需适度超前发展、超前投资,水务融资因而成为水务企业当前面临的重要课题,也是水务企业实现可持续发展的重要保障。站在水务行业的角度,分析总结了过去30余年水务融资的历史沿革及其阶段特征;为了破解水务企业发展所面临的资金瓶颈,结合当前我国资本市场的外部环境和水务企业的融资现状,深入剖析了国内水务企业融资需求和动机;在此基础上,提出了水务企业融资筹划的主要思路和可资借鉴的融资建议,以实现水务企业的可持续发展;最后以国内水务融资的实例,阐述了水务企业如何紧扣国内资本市场的发展脉络,筹划融资的"组合拳",为自身的战略发展提供强力支撑。In order to satisfy the rapid development of local economy, water industry, as an impor- tant infrastructure sector, calls for moderate development and investment ahead. Therefore, financing is now a major issue confronted by water enterprises, and it is also a crucial guarantee for the sustainable development of such enterprises. The historical evolution and phase characteristics of financing in the wa- ter industry were analyzed and concluded from the perspective of Chinese water industry. For breaking through the capital bottleneck in the development of water enterprises, a thorough analysis of the finan- cing demands and motivations of Chinese water enterprises was made by referring to the external environ- ment of Chinese capital market and the current financing situation of water enterprises in the meantime. On this basis, the main idea for financing planning and some useful advices were proposed in order to help the water enterprises to realize sustainable development. Several financing examples of water sector in China were introduced to demonstrate how the Chinese water enterprises planned their financing portfo- lios closely in accordance with the development of Chinese capital market, whereby providing powerful support for their own strategic development.
