摘　　要：民主的要义是主权在民。民主可以克服集权专制,但它本身也有缺陷。克服民主的缺陷,最有效的手段是法治。目前,我国以法治为保障,在政治文明建设中加快民主进程恰逢其时。要把握好民主前行的方向和思路。要在完善基本民主制度的同时加强党和政府的民主建设。要为民主的发展和实现创造条件。要用民主监督制约公共权力。The essence of democracy is the sovereignty of the people. Democracy can overcome the autocracy,but it has inherent flaws. The most effective means of overcoming the defects of democracy is rule of law. Now is a good time for us to accelerate the democratic process. On the road to democracy,the direction must be correct,and the idea must be clear. We must uphold and improve the systems of socialist democracy,at the same time, strengthen the construction of democracy in the party and the government. We should create conditions for the development of democracy. We shall give full play to the role of democracy to control and supervise public power.
